Supervisory and Evaluation Board

According to Article 19 of the university’s statute, the Supervisory and Evaluation Board is established as a permanent supervisory body of the Board of Trustees to comprehensively review, evaluate, and monitor all academic, educational, administrative, and financial affairs of the university.

Composition of the Supervisory and Evaluation Board

  1. Founders of the university or their qualified representative with at least a Bachelor’s degree;
  2. One expert in educational and training affairs with a Master’s or Doctoral degree;
  3. One expert in financial and managerial affairs with a Master’s or Doctoral degree;
  4. One expert in economic affairs, statistics, and data analysis.

Duties and Authorities of the Oversight and Evaluation Committee

  1. Reviewing the university’s educational, managerial, recruitment, administrative, financial, and training affairs;
  2. Preparing the annual budget and organizational structure of the university (central and branch campuses) and presenting it to the Academic Council for approval;
  3. Determining salary scales and benefits for employees and drafting regulations for faculty salaries and benefits, then presenting them to the Academic Council for approval;
  4. Supervising and monitoring the recruitment process and the implementation of the university’s approved budget;
  5. Reviewing and overseeing personnel matters and evaluating the annual performance of all faculty and staff, then submitting a report to the Board of Trustees;
  6. Guiding and assisting in the implementation of necessary educational, administrative, and managerial standards at the university;
  7. Conducting periodic and case-specific inspections of all educational, administrative, and financial departments of the university in Kabul and provinces, and taking necessary actions in case of any violations;
  8. Inspecting and overseeing all university properties and assets and registering their documents under the university’s name;
  9. Taking necessary actions to ensure the reasonable and lawful use of assets and creating productive and revenue-generating capacities and resources for the university;
  10. Providing approval opinions on the appointment, dismissal, and suspension of all academic staff, university vice-chancellors, directors, and managers at the central and branch campuses;
  11. Proposing the drafting, amendment, or modification of bylaws and regulations that impose financial obligations on the university;
  12. Performing supervisory duties in specific cases assigned by the Board of Trustees.
