Article 23 of the university\u2019s statute, the Academic Council is the highest authority for policy-making and executive affairs of the university and consists of the following members:<\/p><ol><li>The university\u2019s President as the Chair of the Academic Council;<\/li><li>Founders of the university;<\/li><li>Vice-Presidents of the university;<\/li><li>Presidents of university branches;<\/li><li>Deans of faculties at the central branches;<\/li><li>Director of Quality Enhancement and Planning;<\/li><li>Director of the Master\u2019s Programs Board;<\/li><li>Director of the Cadre Hospital;<\/li><li>Representative of the faculty members.<\/li><\/ol><p><strong>Key Responsibilities of the Academic Council<\/strong><\/p><ol><li>Drafting and proposing the university\u2019s general policies to the Board of Trustees;<\/li><li>Approving the annual budget of the university and its affiliated institutions;<\/li><li>Approving the establishment of academic levels, new branches, and research and scientific institutions affiliated with the university;<\/li><li>Reviewing the university\u2019s annual report, evaluating its activities, and making decisions to address issues and shortcomings;<\/li><li>Approving the university\u2019s annual organizational structure within the framework of regulations and bylaws;<\/li><li>Making decisions regarding the university\u2019s relations with domestic and international universities and scientific and cultural institutions within the framework of university and national regulations;<\/li><li>Approving regulations related to faculty members and administrative staff of the university;<\/li><li>Approving the establishment, expansion, or dissolution of university units and submitting them to the Ministry of Higher Education;<\/li><li>Appointing Vice Chancellors based on the Chancellor\u2019s proposal;<\/li><li>Approving the university\u2019s developmental and strategic plans and annual work programs;<\/li><li>Making decisions on proposals for the appointment, promotion, and separation of permanent academic staff;<\/li><li>Approving the university\u2019s academic calendar;<\/li><li>Drafting and evaluating curricular plans and scientific-research programs;<\/li><li>Monitoring the implementation of educational plans and programs;<\/li><li>Evaluating the academic activities of faculties and submitting reports to the Ministry of Higher Education;<\/li><li>Proposing the signing, amendment, extension, or termination of memorandums of understanding and joint
