  • Designing comprehensive research plan and policy for university Research and coordinating amid its subordinate units;
  • Recruiting efficient academic researchers for farther growth and creativity in researching and science production process;
  • Strengthening the financial strength of the university through study, compilation and commercialization of the research plans and programs;
  • Strengthening the financial strength of the university through the examination and implementation of research plans and programs proposed by national or international sectors;
  • Equipping and developing the educational laboratories of the University;
  • Developing university-to-university relations with reputable international and domestic universities in order to attract their cooperation in research, exchange of students and professors, establishment of scientific seminars and conferences;
  • Organizing various scientific conferences and seminars with cooperation and coordination of the University faculties;
  • Performing studies and planning to evaluate the researching activities of the university;
  • Establishment of well-equipped and leading research centers at the university for the purpose of conducting and extending basic research-applied to meet the needs of the country;
  • Manage and oversee the research and laboratories affairs, manage the libraries and awareness, manage research and technology center, manage the scientific publishing center and income-generating researches;
  • Distribution and allocation of scholarships prioritizing the pioneer professor and students;

  • Follow up and take necessary steps for patent right of the university in terms of invention and publications;
  • Establishment of an intellectual property office in order to protect and defend the produced materials and intellectual property rights of scientific centers and follow up the offenses;
  • Do necessary evaluation for annual research performance of the university and the assessing the research activities;
  • Planning, monitoring and controlling safety issues in the laboratories;
  • Necessary cooperation with other the deputy departments for good implementation of the university programs;
  • Co-operation in the implementation of short-term research and technology courses for non-academic institutions;
  • Establishment of a specific committee on safety, environment and health issues;
  • Guidance and supervision of all matters relating to safety, environment and health issues and prevention from any unsafe activities at the university;

Mission, vision, values ​​and main goals


It is very important to note that the Khatam-Al-Nabieen University (PBUH) with recognizing the diversity of talents and interests of its students on one hand, and orientation towards solving the prioritized problems of the country intends to provide various paths for growth of professors, researchers and students. In short, the main mission of the university is to guide the superior and diverse talents for organizing complex and diverse issues of society. The vision of an organization reveals the horizon of its growth. This horizon should not be outside the missions of an organization and should be implemented by implementation of its missions. The missions of an organization are its existential philosophy. These missions are the main task of an organization and their failure is the failure of the organization. In this section, mission statements, perspectives, general values, and university goals are highlighted in the researching area. In discussing the topics of this section, the most important source was the views of senior university owners, professors and senior management team of the university.


The existential philosophy of an organization is called organizational mission each organization is created in response to a series of needs, and its main purpose is to eliminate it. Therefore, before any action, it needs to be determined what needs have led to establishment the organization. In order to achieve its goals, the research department with designing coherent formation and appropriate mechanism follows the following missions:

  • To support the implementation of various quantitative and qualitative research projects;
  • To assist in the production and dissemination of science through the publication of books, articles and scientific journals;
  • To provide update scientific resources;
  • To pave the ground for research projects through holding necessary courses and workshops;
  • To establish particular researching centers and laboratories in order to expand research programs;
  • To Create and facilitate studying opportunities and participate in international congresses;
  • To absorb and gain necessary credibility for research proposals and projects;
  • To monitor and evaluate all university research affairs, faculty members, researchers, staff and students.



The vision is the dream for establishment an organization. In fact, the embodying implementation of the dreams, goals and mission of the organization is called vision. The vision is not time taking at the macro level of the organization and it can be compiled in short time. The department outlines the following vision for reaching its wishes, dreams, goals and research mission:

  • We intend to get the highest position in the field of academic research and at least rank among the first to third grades amid the third-generation universities.

Values ​​and Principles Governing the University in the Field of Research:

The organization maintain certain values ​​and beliefs for achieving its goals and missions. Values ​​cannot be violated, and they should be respected under any circumstances. Values are alike spirit which inspired in the whole organizational programs and activities. The core values ​​are the basic principles, rules and regulations governing over the behavior of the university, and plays a decisive role in determining goals, expectations and the operative standards of the organization, and guide the decisions and behavior of its members. In accordance with the values ​​and principles of governing the ministry and university’s strategic plan, the research department will consider the following as its value and principle in the field of research and researching affairs:

  • Giving importance and priority to creating a suitable bed for research;
  • Promotion, upgradation and development of research quality at different levels of the university and its institutionalization in society;

Given the needs for co-existence of knowledge and value for the real development of society, and that human being are in the course of sustainable development and thus at the axis of development, he is also the goal of development and the most important factor of development.  with deep belief in the undeniable role of research and science production in the development process of societies, the research department at Khatam-Al-Nabieen University would defines its major and fundamental goals in the field of research as following:

Library introduction:

Libraries and information centers, as the main centers for collecting and organizing information resources, provide necessary tools for researchers and research development. As no research can succeed without linking to the research background in its particular subject area; accessing to up-to-date informative resources is one of the most important needs for researchers and researching students. All researchers and students need to be aware of previous or ongoing research activities in their selected field. This awareness is available through accessing to informative resources. The findings of other researchers are usually published through scientific journals, books, internet sites and databases. Librarians and information specialists are collecting and managing these informations and present the results to research to researchers.

The Library of Khatam Al Nabieen University as one of the subsections of the Scientific Research Department, having the best scientific and specialized books trying to provide a suitable space for study and research to researchers and students. The library, which was founded in 2007, at the beginning of the university’s activities, operates in two central and medical branches of the university.


The study hall of the university has the capacity of more than 200 students in two central and medical buildings of the university. The library has 6 full-time employees work every day, except official holidays, from 8am to 7.30pm serving the students and other customers.

Thus, the lending section of this library, with over 20,000 title books, is serving the social science and medical science students. The student can borrow books based on student card without any charges. Each student can borrow the books for two weeks and, if necessary, books will be renewed for another week. Khatam Al Nabieen University, as a scientific and academic center, always seeks to expand its quantitative and qualitative services. In each academic year, according to the increasing number of students in each field at the university, new books are purchased and put to use by the students. The library of the university is equipped with search book and bookkeeping software. The use of this software allowing students to easily search books by name, or subject, and then request a book after registering the book number. Students can also use book guides along with the software to choose their books.

Given the spread of modern technology, the development of technological tools for the development of contemporary knowledge is another task of the academic institution. To this end, Khatam Al Nabieen University has a large number of electronic science software that contains the most important and authoritative scientific books required by the scholars of social science and has bought and put in the computer system. Students of this university and research enthusiasts can access these services and e-books (software) for free at all times.

Along with the scientific and specialized books, Khatam Al Nabieen University has provided a large number of domestic and foreign scientific journals for use of scholars and researching students. There are also national newspapers in the university library study hall for those who are interested in the latest political and social developments in the world and in Afghanistan; everyone can study in this place and learn about the important changes of the day.

Job description of the library manager

  • Manage the internal discipline and provide library services to students;
  • Provide library requirements for purchase;
  • Standard library books registration and classification;
  • Setting the working hours for the coworkers according to the hours required by the users;
  • Set up and manage electronic libraries and provide necessary assistance to users;
  • Library maintenance, books and scientific resources;
  • Supervision over employee functions and activities;
  • Register and archives the theses of graduate students;
  • Perform and follow up the matters related to clearance of the students;
  • Identify and collect scientific or general journals and archive in the library;
  • Establish communication and collaboration with credible domestic libraries and foreign universities;
